			<content:encoded><![CDATA[<p>At the Redistricting, the 2010 Census, and Your Budget Conference, the Rose Institute introduced &#8220;2010 Census: Congressional Reapportionment,&#8221; a study of the changes in California&#8217;s population since the 2000 Census and its potential impact on redistricting in 2011.</p>
<p><strong>Abstract</strong></p>
<blockquote><p>&#8220;The 2010 Census will determine the lines of 2011’s Congressional Districts. Using new population estimates, this study projects the major demographic shifts in California between 2000 and 2010 by county and congressional district. This study examines these transitions in terms of Congressional districts along partisan, ethnic and regional lines, as California’s population center continues to shift from traditional coastal power centers towards inland regions.&#8221;</p></blockquote>

<p>&#8220;The enormous population growth in the Inland region over the past decade entitles it to more representation in Congress, a new study concludes.</p>
<p>But how that will happen is far from clear, experts said Thursday at a redistricting and census conference.</p>
<p>It could take the form of a new Inland-centric seat. Or the region could play host to fingers of districts based to the west and south.</p>
<p>It depends on the politicians who will be in charge of drawing new congressional maps after the 2010 census, according to the report by Claremont McKenna College&#8217;s Rose Institute of State and Local Government.</p>
<p>&#8220;It&#8217;s a big question mark of how they&#8217;re going to address it,&#8221; said Douglas Johnson, a Rose Institute demographer and one of the report&#8217;s authors. Johnson said one way would be to eliminate a district elsewhere and create an Inland-centric seat.&#8221;</p>

			<content:encoded><![CDATA[<p>The Rose Institute is pleased to announce that Ditas Katague will deliver the keynote address at the &#8220;Redistricting, The 2010 Census, and Your Budget&#8221; Conference being held October 15th at Claremont McKenna College.  Ms. Katague, the Director of Census 2010, California Governor&#8217;s Office of Planning and Research, will speak at the 12:15 lunch addressing the importance and fiscal impact of a Complete Count and ongoing preparations for the 2010 Census.</p>
<p>Ms. Katague has more than twenty years of experience at federal, state and local government agencies. She has recently joined the Governor’s Office of Planning and Research where she serves as Director of Census 2010 – overseeing and directing the statewide outreach and coordination for the U.S. Decennial Census 2010. She builds upon her experience as Chief Operating Officer for the U.S. Decennial Census 2000, where she was responsible for the day-to-day operations for the $24.7 million grass-roots outreach campaign. Leading this successful statewide grass-roots outreach effort, she managed a team of over 40 people running all campaign aspects including outreach, marketing and communications, media relations and the general administration of contracts to counties, community based organizations and schools.</p>
<p>Before joining the Census 2010 effort, she was First Vice President, State and Local Government Affairs of Countrywide Mortgage where she managed and maintained legislative coverage and activities in the top tier western states (20 states), lobbied state and local laws and regulations that impact the corporation’s priority business objectives. Ms. Katague also was the Assistant Treasurer for the Countrywide PAC and manages all political contributions and reporting.</p>
<p>Ms. Katague was the Assistant Secretary at the California Business, Transportation and Housing Agency, where she had management and policy oversight of Departments including the Department of Corporations, Department of Financial Institutions, Department of Transportation, the California Highway Patrol, Department of Motor Vehicles, Housing and Community Development, California Housing Finance Agency, and Department of Real Estate. Ms. Katague led several Agency initiatives including Home Ownership and Financial Literacy, the Governor’s Economic Summit, and she was the Binational Coordinator for Goods Movement/Transportation Border issues after 9/11.</p>
<p>Ms. Katague was also a manager for Deloitte Consulting’s Public Sector practice in New Jersey &amp; Sacramento where she provided project management, business process improvement, reorganization and transition management, change leadership, communications and public relations consulting services. In the non-profit sector, Ditas worked under the California Hospital Association as the Program Director for the non-profit California Telemedicine &amp; eHealth Center where she helped the non-profit revamp their regranting, mentoring and marketing &amp; outreach programs.</p>
<p>Ms. Katague received her Bachelor of Arts degree in Social Science and Practice of Art from UC Berkeley and her Master of Public Administration in Organization Development and Intergovernmental Management from the University of Southern California’s School of Policy Planning and Development. Ms. Katague&#8217;s husband Nick Thompson is the Director of Safety Policy at the California Trucking Association and they have a 6 year old daughter, Carenna.</p>

We welcome a class of around seven research assistants into the Rose in early September, and they dive right into professional responsibilities, working closely with the expert faculty, interfacing day after day with real-world clients, and contributing substantially to widely recognized research. As we enter the new academic year, I&#8217;m happy to announce that we are now accepting applications.</p>

<p><a href="http://rosereport.org/redistricting09/redistricting09-agenda/">The all-day conference </a>will cover the financial and representational issues involved in the 2010 Census and 2011 Congressional, Legislative, and local redistricting of California.</p>
<p>Titled “<strong>Redistricting, The 2010 Census, and Your Budget: Changes and Challenges for California Governments</strong>,” the conference will be held on the campus of Claremont McKenna College in Claremont. Elected officials, City and general managers, general counsel, financial officers and elections officials will all find unique and valuable insights from the Conference proceedings.</p>
<p>Also, a new Rose Institute study will be released at this conference. This report will analyze population shifts among California&#8217;s Congressional Districts and provide a preview of California’s 2011 Congressional redistricting, including analysis which Congressional Districts are going to need to shift the most in 2011 as a result of under- and over-population.</p>

			<content:encoded><![CDATA[<p>The Rose Institute, in conjunction with Claremont McKenna College Professor Ken Miller, would like to announce the recent launch of Miller-Rose Institute Initiative Database at <a href="http://initiatives.rosereport.org/">http://initiatives.rosereport.org/</a>. The database provides searchable summaries of all 900+ voter-approved statewide ballot initiatives in the twenty four initiative states from 1904-2008.  Soon it will also provide summaries of post-election court challenges to initiatives in the highest-use initiative states.</p>
<p>This database is the nation&#8217;s most comprehensive collection of information on voter-approved  initatives. It summarizes the research and analysis performed by Dr. Miller for his upcoming book, <a title="Direct Democracy and the Courts from Cambridge Press" href="http://www.cambridge.org/us/catalogue/catalogue.asp?isbn=9780521747714" target="_blank"><em>Direct Democracy and the Courts</em></a>.  The book, which will be published by Cambridge University Press later this year,  chronicles the interplay of the voter-approved initiatives and judicial review.  Dr. Miller and Rose Institute student researchers will continue to update the  with new initiatives and new challenges over time.</p>
<p>This resource holds great promise for research in the area of direct democracy in the United States.</p>

<p><small></small>I am pleased to report that the 2008 <a href="http://www.claremontmckenna.edu/rose/kosmont/CODBS.php" target="_blank"><em>Kosmont-Rose Institute Cost of Doing Business Survey</em></a> is nearing completion.  The <em>Survey</em>, in its fourteenth year of publication and its sixth year as a Rose Institute project, contains a vast amount of data about fees, taxes, costs, and incentives that affect business in 402 communities nationwide.  Our team of freshman researchers under the leadership of Ritika Puri and I have been working hard on data collection and compilation for the last seven months to ensure a quality product:</p>

<strong>New Methodologies</strong><br />
This year the <em>Survey</em> will feature new methodology in several places which promises to make it an even more accurate predictor of the relative cost of doing business.  These changes were developed by research associate Murray Bessette over the past year.  They include new weighting schemes for the criteria that determine the cost rating and a new way of compiling the resulting data.</p>
<p><strong>Maps</strong><br />
This year we will continue to present information in a variety of formats.  Other than the strictly quantitative information on the profiles and the comparative dollar sign ratings, we will utilize GIS mapping technology as well.  The GIS maps allow the user to see with the glance of an eye how cities stack up next to one another.</p>
<p><strong>Marketing</strong><br />
Lately we have been trying to market the <em>Survey</em> to potential buyers more actively than we have done in the past.  We are aided by the broad array of individuals and organizations that might be interested in our authoritative account of comparative city cost.  We have been in contact with the libraries at every major business school in the country.  We have also begun efforts to contact property developers, journalists, and corporations.  This attempt at active marketing of the <em>Survey</em> should yield increased publicity for the <em>Survey</em> and for the Institute.</p>
<p>As the new Manager of the <em>Kosmont-Rose Cost of Doing Business Survey</em> for the upcoming year, I hope to reshape the <em>Survey</em> to provide additional services to our users while maintaining the high standards of previous managers.</p>
